Peregrine Worsthorne believed that people with high IQ's should be subject to a higher rate of taxation based on their increased capacity to earn scads more money than the average joe.

A clever Marxist cash grab, they have low IQ's and would be subject to the lower bracket. Obviously the inhabitants of the Isle of Sappho will be receiving food stamps.
