I think the IRA's limit ($5k) should be identical to the 401k limit ($15k) - because there's absolutely no ethical reason to penalize an administrative assistant, for example, that may not have a 401k plan, over an executive that not only is highly compensated but already has a 401k plan and other retirement benefits in place.

In the article (and in the tax codes), they used the term "head of household." That's a tad archaic to assume one head of a household.
