The response by Greenspam and other central bankers to the world-wide deflationary conditions is to print money. So yes, you need deflationary forces to cause bankers like Greenspam to panic and go on a money printing spree. The deflation is more behind us and now we are facing inflation ahead. Now you could argue that we might slip back into a deflationary spiral but Greenspam knows what that caused in the 30's and he will not let that happen. So he has made it quite clear that he will print and spend our way out of deflation.
