"Resolutions" or "agreements" or even "treaties" signed by a President don't carry much weight without the support of Congress. And I don't suspect for a minute that Congress would give the time of day to any UN edict about private ownership of guns.

I suspect most of the countries that agree to ban land mines actually will adhere to the agreement because they aren't the ones likely to get involved in hot wars. Only nations like ourselves,the ones most likly to use land mines, will continue to maim and kill long after the conflict is over.

As for the other issues, Bush may be right or wrong, but the international perception of what he does and how he thinks is something he might want to look into sooner or later.
