Seriously, there is little loyalty between divisions at IBM. If foundry services can make more by prioritizing external contracts, they will do so. Similarly, IBM's server division will go with whatever solution is optimum for them. Of course, as long as design services optimizes their designs for the needs of the server division, it is very probably that the chip division will have what IBM server division considers an optimal solution.
