The balanced budget amendment fought and killed by Democrats, had previsions designed for emergency times such as war. It simply required a 3/4 vote to go into debt.

The fact that so many Democrats fought against it, demonstrates quite clearly why their call for fiscal debt restraint today, is motivated by political talking points, and not actual desire.
