Knowing how your adversaries think is pretty fundamental to effective diplomacy which is, after all, about getting what you want. But I take your point. On the other hand, Bush's life of extremely limited exposure to the ways that other people live in this world combined with a lack of concern with image is already being perceived as arrogance. And arrogance begets resistance.
