My international law prof always said the bottom line of international law is "might makes right". That has been the practical effect to date. If you are in a war and unwilling to target civilian areas you soon find that industry is integrated into civilian areas. When countries behave in such a way that war is inevitable they need to be punished. The price of war must be made so high that they can no longer tolerate leaders who will take them into one.
