Excellent point. So, it could be modified for practical purposes to be "2. Show forgiveness..."

I really did mean that it is right to forgive according to the abc criteria and wrong not to. At the personal level the benefit is weighted to the forgiver; the forgiven in this case may or may not benefit. You can make a show of forgiveness, while holding on to something in your heart. I am not sure if I could count that as morally right.

At the Societal level, the act of showing forgiveness is purely a corrective action that benefits the forgiven, and gives the rest of us reasonable recourse to move on (As in criminals who've "paid their debt to society"). At the societal level you can clearly measure the effects and so apply a standard; while, as you pointed out, at the personal level, you can't.
