Of course we have laws that protect all kinds of rights. And of course there are examples of exemplary application of those laws. But there are too many other examples where these laws are completely ineffective in protecting the prisoners. It's not easy to file a complaint, if your chances of getting killed as a result of filling that complaint increase substantially, and the prison authorities are unwilling or incapable of protecting you. An unenforceable law is equivalent to no law.
