If bring a suitcase sized nuke into the US is so easy, why has it not been done?? They have been around for a good 30 years or so. The fact is, it is easier said then done. Arguing that NMD does not stop a terrorist is sort of like saying that since we have an army, we do not need an airforce. NMD is simply another line of defense in a multi layered defense system. The reality of NMD is, is that it buys time in the event that something happens, such as a peaceful launch that is mistaken for an attack, something which actually happened not too long ago with the Russians. World wide ABM systems are coming. If not by the US, then by India, the Chinese or the Russians, who already have had their system up and running for years. The old Soviets were in the process of breaking the treaty by construction of nationwide battle management radars when they imploded. I see nothing unstable about US achieving maximum deterrence, something it has had at various times through out the cold war.
