No disparity really is about who uses it and proving how high the penetration rate is. For business use those sort on inclusive deals are right, but for the consumer I think you are right to state about pre-pay. Also the amount of phones sold does not equate to the number of "live" subscribers. And then of course, I was taught three different ways of getting an average: median, mode and mean. Each giving a different average value. Personally I believe we use the phones more here, but the ARPU is probably a bit lower.
