Perhaps a little something.

Guild operators were complicit in the development of the standards within 3GPP. And there are operators like NTT that like to think of themselves as strong in r&d..

However, you are correct that they relied on vendor's expertise and judgement in what was viable - what was possible.

Vendors' vested interests, naturally, were and are a stronger incentive than best technology...

The pregnant consideration may be the popularity of performance clauses in contracts....

Oh to be a part of the cabal.....Give it a bit of time....Nokia is keeping the wolves at bay by offering generous financing arrangements. The so called white paper they published indicates just how desperate they are. Total victory by Q is closer than anyone realizes. I'm watching for a top exec or two to get canned somewhere. That will then allow a big carrier to bolt which in turn will bring down what is now a very fragile house of cards. Q needs to keep executing and stepping up the pressure.

Interesting that one of the articles we saw today talked about revising the "World According to W-CDMA" from 80/20 to 60/40. Getting closer but still a ways to go toward a "World According to cdma2000". The wheels grind slowly......

You may be missing the fact the the Europerators did not have a Greenspan becrying their over-exuberance. Indeed, they were salivating with greed just a year ago. It was like a drunken brawl with operators, suppliers, bankers and regulators all rushing the bartender before it was too late.
