The paper says, "GSM and TDMA adopted known and accepted data routes to 3G some time ago, while the CDMA evolutionary pathway remained less certain."

Excuse me, but it's the TDMA, and GSM operators without UMTS spectrum, that don't know which way to jump. And its these TDMA and GSM operators that the paper tries to persuade to EDGE. If the TDMA operators knew where they were going, the paper would not have been necessary.
