This is confusing to me. Your chart says you want to short PRGN but you say STRONG BUY?? Also, if you are upgrading to a STRONG BUY I think you should be a Registered Investment Advisor. Are you? I don't know what the rules are, but it seems like you should be. Can you tell me what rules your are working off of since you are reccommending the purchase of specific securities?
