the Euro has a far greater weight in the DXY than the Yen. as for what's happening, we have several likely culprits: one, a major one, is the coming introduction of Euro notes and coins. 30% of all D marks issued are believed to circulate outside of Germany, mostly in Eastern Europe. this 'mattress money' as well as the black market money within the Euro zone (depending on the country, the 'black', or informal economy is estimated to represent between 10% to 25% of GDP) is mostly fleeing into the dollar, as there are (justified) fears that the changeover will be misused by the European authorities to get their grubby paws on that money under the guise of wanting to clamp down on 'laundering' of illegal funds.

the other reason, recently pointed out by Doug Noland, has to do with 'hot money' speculative funds, see the final few paragraphs of this article, starting with "i will end by admitting i had a bit of an epiphany this week":

more immediately, the ECB has made comments today that were interpreted as Euro unfriendly by the market...perhaps designed to set some specs up to give a coming intervention more oomph.
