Inflation is a (re)distribution game. With the policy makers holding the bank and dealing out the cards. Vice versa: the top gun version of pork barreling is printing money (or printing refund checks - but wth its the same denomination).

Its not all that simple-minded and black and white, but (trust my experience) it works and its being used - was on the receiving end of the stick some time ago.
