If I'm reading what you posted correctly, modification of a state driver's license is what is given as an example of tampering with a government record hence a felony. In modern times , I believe, most underagers use fake driver's licenses as proof of age. But I don't think they modify real licenses, they simply make up new ones largely of their own design for a state of their choice. They pick a state not likely to be familiar to the watering holes they frequent. Back in my day it was easiest to modify a draft card.
