You are assuming that is higher than normal. Is there any proof that this error rate is higher than normal? Oh yes, the overvote and undervote figures were discussed extensively in the wake of Florida. Even with Florida's system, where they almost never attempt to count the under- and overvote, the figure for the 1996 elections was only around 2% ballots tossed as I remember. In 2000 it was nearly 4% statewide. Most states have less than 1% tossed ballots; Florida's system was just extraordinarily slipshod. Tossing 10% of the ballots is nowhere near normal.
