Oh yes, the overvote and undervote figures were discussed extensively in the wake of Florida. Even with Florida's system, where they almost never attempt to count the under- and overvote, the figure for the 1996 elections was only around 2% ballots tossed as I remember. In 2000 it was nearly 4% statewide. Most states have less than 1% tossed ballots; Florida's system was just extraordinarily slipshod. Tossing 10% of the ballots is nowhere near normal.
