Dear Ron: Actually, I think Canada goes one step further they PAY for additional kids. Course they got all that land and noone to put there. I think we likely do not wish to encourage population growth here. So, I would say, perhaps the best solution would be to give that HUGE tax break to any two parent families, where one stays home that LIMITS itself to 2 children. JDN
