Not all by themselves. It's the result of the liberal movement which proceeded from the Enlightenment, and by liberal I mean someone like Thomas Jefferson, someone who believed in the dignity and worth of the individual. People of good conscience worked long and hard to persuade governments to enact laws that protected workers, and to persuade voters to elect governments that would enact such laws.

Central planning all by itself doesn't work. Planning that proceeds from a social consensus works. Our governments are the agents of the electorate, performing functions that we have delegated. When they serve that function, they work.

In much of the world, governments exist to protect the status quo of the most powerful.
