Bush and Cheney will talk about any subject that will increase their standing in the polls. Do they believe what they say? Do they even think about what their speech writers tell them to say? I doubt it. When Bush was in Spain he suggested that all Americans believed in the death penalty. Or to put it another way, the death penalty was one part of the American way of life. When Bush spoke about the missile defense shield, he never mentioned that Americans wanted the missile defense shield because BUSH wants to build the missile defense shield which will drain billions of dollars from our budget.
