Mirant said it is holding off construction on a power plant in Antioch, Calif., just three days after the power generator won approval from the state to build the facility. "We have to be able to determine that this will be a viable investment before we can put a quarter of a billion dollars worth of steel on the ground," said Randy Harrison, CEO of Mirant's (MIR: news, msgs, alerts) western U.S. operations, in a statement. California has worked to speed up permitting for new power plants in a desperate bid to expand capacity to offset the state's electricity shortages. But Gov. Gray Davis has used emergency powers to seize long-term power contracts and has threatened to seize generating plants if the owners refuse to sell at "just and reasonable" rates. Mirant and other generators say they're owed hundreds of millions of dollars and want to be paid. "It is difficult to begin the more expensive aspects of construction until we know what sort of market rules the plant would operate under, Harrison said.
