the software runs in the device, not the modem

I use an iPaq which uses the same card as my laptop.

the modems police use are slightly different only in that they are a serial device with integrated booster and gps. At least the ones I saw.

and they use the exact same service I use

The downside to CDPD is the coverage area, although I know from personal experience the devices go waaay farther out of area that advertised.
