Are you sure that these were terminations by Rambus rather than cancelation by the mentioned companies? I don't know about IBM, but to my knowledge, TI exited the DRAM business and sold it to Micron. So TI would not have a use for the license. And LGS merged with Hyudai Semicon, and is now in battle with Rambus. It seems logical that they would not want the license either (at least till the court and market place speak).

Ultimately in business money does most of the talking. I find it unlikely that Rambus may choose to forego payments based on personal history. Nor do I think it is legal for them to refuse license (at reasonable terms) to any company.
