That wasn't part of Bush's program. It was a compromise with the liberals.

What's grubby about giving me my money back? Money that should never have been taken in the first place! The tax cut isn't perfect, its not even close to what Bush really wanted ..... but its still a CUT not an increase as we'd most certainly have had in an AllBore Presidency along with $4.00/gal. gas. Harp all you like, its not great but its better than an increase no matter how you look at it. From tiny acorns, mighty oaks grow.
