it makes obvious sense to try to keep both Palestinian and Israeli leaderships from blowing the situation up for good.

How do you do that?


If you're prepared to risk substantial political, diplomatic, and financial capital, you do it by putting together a package of carrots and sticks and presenting them to the parties in question, telling them what you want them to do (or not to do) and making it clear what they will receive if they do, and don't do, what you want.

Unfortunately, there's precious little reason to believe that such active engagement will work right now, and so the Bush administration is unlikely to adopt such an approach. Instead, it will jawbone each side and make some vague threats and promises, which may calm things down for a while but not fundamentally alter the situation.
