IMO, the only thing that will give results, short term, is the use of force, and lots of it.

problem is, there are limits to the force that can be used (because of outside pressure if nothing else), and it's not clear even then how significant the results would be and what the nature of them would be. So, as your generally accurate and depressing points conclude, "what to do? Nobody knows."
