IMO, the GCC countries have no real strong feelings one way or another on the Palestinian issue. Responding to their own publics, and possibly their own ideological leanings, they take an anti-Israel line in public, but they don't back it up with much. The goal of US diplomacy in this area would be to try and keep them from taking too obstreperous and inflammatory a response, and to provide some pressure and cover for Arafat in making some concessions of his own. A sideshow to the main event, in the end, but one that still needs work. I remain, ctb/A
