The government does it all the time. The Congress used to be exempt from minimum wage laws and OSHA laws till well into the 80s, anm may still be for all I know. They had news stories on 7 here on the sweat shops. I know the USGS here in Reston does it with most of their employees, almost like a tenure system.

And this makes it right? Those same employers have no right to complain about employee skill level or loyalty or work performance then, they reap what they sow.
