That was part of it. Another part was the idea of, and I don't remember the exact mileage, that 1 out of every ten miles be straight with no overpasses. That was in case of nuclear was where our air bases would be nuked we could move our planes to mini bases all over the country using the interstates as runways. Not a bad idea as the USSR was building missiles and we were leaning toward long range bombers.
