not true. it's possible that a more engaged approach by the U.S. would quell things, just not likely. since the effort would be costly, the precise degree of unlikeliness is a rather crucial question, and one being hotly debated within the U.S. government at present. My own estimates are toward the low end of the range. Enough others agree with me that the government will probably not make the attempt, but this is hardly a precise science, and we could be wrong. ctb/A
