If you watched the Civil Rights Commission hearings which were on C-span you would find the report to be quite slanted - making the most of a few anecdotes from truly confused people and trying to offload the blame onto the state when it rests entirely with the counties. The counties with the complaints were democrat controlled so I doubt they were trying to disenfranchise blacks. If you are truly concerned then get on the backs of those dems who were responsible for the fiasco to clean it up.
