In 1930, Hoover pushed through the Smoot-Hawley tariff, which was a significant factor in turning an ordinary recession into the Great Depression. He also called in employers from all over the nation and persuaded them to "hold the line" on wages, rather than cut wages. He believed that keeping wages high would bring about recovery.
