Very true. The Legal Aid scheme (by which an individual's costs could be at least partially covered, depending on income) has been curtailed, especially in non-criminal cases - owing to the ever-increasing cost of lawyers... - with just this result. This certainly benefits the relatively rich, who become the only ones who can afford any but the surest cases... not ideal.

OTOH in a market system, would it be right to (for example) dictate the fees to be paid to lawyers? This has also been tried, to some extent, with the results that a lot of law firms simply switched to the more lucrative (unregulated) commercial law field.
