Do you have a definition for a "Complaint Filter?"

Not offhand. Society has to define it. And it would change. A hundred years ago a complaint from a black person that they couldn't drink from a given water fountain wouldn't have passed the societal complaint filter. Now it clearly would.

Today, a complaint from a widebodied person that airline seats don't fit them comfortably doesn't get much if any sympathy. In fifty years, it might.

It's a subjective, not an objective, standard.

Still, I think a resonable standard could be developed. It would just take some discussion.
