I think the ADA as originally drafted and interpreted was actually pretty good.

But in practice, it has tended to get distorted. This, IME, happens when lower level bureaucrats get power beyond their ability to handle responsibility. Power corrupts, and those who feel most powerless in their daily lives often tend to be the most corrupted by the power they do get. This, I think, is happening with the ADA just as it happened with OSHA.

Between good intentions and ground-level execution there is too often a huge gap.
