so is a tax cut. except the rich get most of the money (under bush's plan) and the poor are still hurt.

It doesn't matter to me as I said before. I still find myself having to address the argument put forth by the opposition that since xx% are single or students or both and without family responsibilities they are therefore not "deserving." So, best to be prepared and know the characteristics of the population at issue.

So you say. I think we're still exploring the threshold of where a fixed minimum wage rate is at or above the height of the potential market rate IMO.
