Conservatives still have to learn the value of incrementalism that the left learned years ago. Obscene programs like Food Stamps, AFDC, and yes, even Social Security, all started out with the promise of remaining small. But since they could all be used as currency to buy votes, subsequent generations of politicians expanded them.

Recovering from the socialist mess we have made can also be incremental. Get a camel's nose under the tent of privatization, and the even greater "investor class" of future years will make sure that the old Marxian obscenity we see today fades away.

The same actually goes for tax cuts. The presence of recession is necessary for comprehensive tax reform. Bush got a lot more than I thought he could (or anyone else thought he could, either). The fact that he has indicated that this latest bill is "just a start" will weight heavily on the 2002 elections, now that he has a nice, fat Democratic target...
