BLEC = Business Local Exchange Carrier; they control their own operations/equipment/location independent of ILECs except where they patch in at the ILEC Central office.

ILEC = Incumbent Local Exchange Carrier; there are many of these and they are typically big like the Baby Bells: VZ, Q, BLS and SBC, but there are lots of small unknown ones too.

CLEC = Competitive Local Exchange Carrier; they essentially rent out space at Central Offices of the ILECs, install their own equipment, and market their own services like DSL. They live(d) by the grace of the ILECs who often delayed them from installing equipment. CLEC bodies are littered everywhere and you know them as Northpoint (NPNTQ), Covad (COVD) etc.

I think it would be unwise to compare the NOPT franchise and survival strategy with the likes of MFNX. MFNX has there fiber running thru some valuable office space in New York City.

In addition, MFNX's network is fully funded but to Michail's credit, MFNX did invest mega cash in capital expenditures in the first quarter.

From MFNX "After giving effect to the Citicorp facility, the Company believes that it is fully funded to complete its planned build out of 3.6 million fiber miles and approximately one million square feet of data center space by the end of 2004."
