Okay, great, we move on......If you are nevertheless concerned, even with a surveillance regimen, with putting the incorrigibles back into the community, the only other element that I can see is to require a certain period in a half- way house, with a curfew and lock- down at night.

I was going to ask the same question. When you and I were talking about the two types yesterday, I thought the type ones were those who might be redeemed and the type twos weren't.
