that remains to be seen. But even if you're right then intel got 6 months lead on .13, probably at least 6 months behind on soi, and only a year+ behind on copper plus about year+ behind on ht. You're only "behind" if you need the technology to be competitive. AMD is having trouble staying competitive frequency wise with copper + 0.13 micron node sized gate lengths (presumably nothing else has scaled yet) when compared to aluminum + 0.18 micron node sized gates. shrug When Intel needs it, they'll adopt it... not before.
