Well, penal colonies and work camps are not so different. The idea is to isolate them more than is normal for a prison, give them more tolerable accommodations than a prison would, but make sure that they took more responsibility for running things and contributing to funding then is typical in a prison. The isolation discourages break out, and makes retrieval before reaching population centers easier. The better living conditions is an acknowledgement that we have gone beyond punishment to preventive incarceration, and therefore they deserve better treatment. Making them as close to self- sufficient as possible is, of course, the way to make these things fundable, especially if they are more spacious or have better amenities. Guards should concentrate primarily on preventing escape and quelling gross breaches of the peace. Otherwise, they should run their own town under loose supervision.
