One reason I stipulated ten years for the probationary period was to try to catch the transition from young tough to older hustler, figuring that the third strike would occur around 25, you would serve some time for the actual offense, and then be in the Program in your early thirties to early forties. However, since some kids start so young, and could get their third strike even earlier, I guess I would say one does not become eligible for the Program until 30 (assuming the third strike)........
