Remember this is a "what then," challenge. By intervening to keep order you are moving back toward what currently exists. This is a society that people move to because we don't want them back. We have essentially said you are out and we are done with you. This is the alternative to a death sentence but they are just as out as if they were dead. You are reintroducing care taking by our society. My thinking is, they are on their own. I like that your guards keep them from escaping(invading our society). My thinking is to keep a hands off perspective. If their society includes brutality that seems outside the acceptable limits of our society, well you may actually have a real deterent. But its not one that our society condones, contributes to, manages or deals with in any way. You support the death sentence. If not the death sentence then what? My belief is that the death sentence is the most humane. I know, most people would not agree. I am not surprised that any alternative would begin to look unnacceptable in terms of humane treatment. That's why "treatment" should be kept completely out.
