Now I think you are coming close to a true alternative. It would serve as a deterant for people who want our society and as a final solution for the ones we don't want back in our society. Now explain to me why it makes more sense to have type twos in the current system when as a result: We cannot effectively handle the type ones in the justice system. The economic resources that could be used for other social issues is tapped. The public trust in the justice system is drained. The type twos have become cultural "Jessie James" style heroes and role models.
