Well, so far three strikes laws have held up, although there is opposition. But going so far as to give up on them, and strip them of all civil rights? I am not sure it would even pass constitutional muster, much less be saleable in the political marketplace......

It's not banishment if we own the territory we're sending them to. It's sending them off to live in a designated area. what's the difference between that and sending them to a prison?
