I don't know, off the top of my head. I do know that when I knew more college students, they were pretty bitter about lowering the drinking age, because none of them drove, and they rarely got drunk. Also, I used to know a bunch of St. John's alumni from the 20 and 30s. They almost all could tell you stories of their partying, after visiting the bootlegger right across the street from the college.......

Aren't there some states that don't allow under 21's to make a binding financial contract without a co-signer?
