I have the impression they do not have the physical capability to exceed their quotas, with the exception of SA. Also that England's north sea wells are running dry.

Anyway I want to ask a different question. Which is. If Iraq's oil is truly being withheld from the market, and is not replenished. Then US oil inventories should fall by 4 million brls/week starting in July. And Europe's by 10m/week. Are these numbers significant enough to show up in the weekly oil inventory figures ?
