OT- Crow, good article on the CTC, yeah, politics as usual. Gray Davis has been in politics as a state representative for a long time and probably voted on the bills that created the current mess. But it's obvious that he never understood the energy legislation he voted on during the Pete Wilson governorship. The implications of the power legislation never really crossed Davis' mind until a year into his governorship. Davis' aides probably followed him from his rep days, and they too probably never thought of the implications of the energy legislation. Really bad. No institutional memory by people who had been around. That's why I think term limits are bad, we need more old timers so that the only old-timers left aren't the old fools who read polls and rise through the elected ranks by a finger to the wind.

I've been on vacation for a while, that's why I didn't respond earlier.
